1In a medium pot, place the potatoes, 1 tablespoon of salt, 0.5 tablespoons of vinegar and 3 cups of lukewarm water.
2Cook over high heat until the water boils, stirring occasionally until the salt dissolves.
3Reduce the heat and maintain a gentle boil, cook until the potatoes are soft, about 17 minutes.
4Drain the potatoes and let them cool to room temperature, about 10 minutes.
5In a medium bowl, add the onion and fill with vinegar until covered (about 1 cup).
6Soak the onion until it is soft and slightly pickled, about 20 minutes, then filter.
7In a blender or food processor, grind the tarragon, parsley, garlic and oil until the mixture is smooth, about 1 minute.
8Add black pepper, asphalt powder and salt to taste.
9In a serving bowl, mix the potatoes with the pesto, pickled onions and olives, and serve.
